Arafat Hosen Khan

Arafat Hosen Khan is a highly accomplished legal professional with over 14 years of experience, holding qualifications as an English Barrister and an Advocate of the Supreme Court of Bangladesh. Currently, he serves as a Partner at The Legal Circle and has previously served at Apex Court Chambers, a prominent law firm in Bangladesh, and holds the position of Chairman and Senior Lecturer at the Department of Law in North South University, Dhaka. Arafat’s expertise spans Labor Law, Constitutional Law, Democracy, and contemporary Human Rights issues.

Engaged in governance, Arafat is a Board of Trustees Member at the Institute of Inclusive Policy (IIP), a renowned think-tank in Bangladesh. He has international exposure, having served as the National Consultant for the 4th Cycle of Universal Periodic Review for Bangladesh in Geneva, Switzerland. Arafat excels in institutional development and capacity building, collaborating with various entities in Bangladesh, such as the Department of Labour, Department of Inspections for Factories and Establishments, and criminal justice sector institutions.

Arafat’s contributions extend to policy development and project formulation, notably the Bangladesh Decent Work Country Programme and the Activating Village Courts project. He has collaborated with prominent national and international NGOs, including ILO, DFID, USAID, GiZ, UNDP, CHRI.

Arafat excels as an expert in institutional development and capacity building, with an impressive track record of collaborating with entities such as the Department of Labour (DoL), Department of Inspections for Factories and Establishments (DIFE), criminal justice sector institutions, National Legal Aid Services Organization, Chittagong Hill Tracts (CHT), Bangladesh Parliament, and women police (Police Reform) in Bangladesh.

His expertise extends to policy development and project formulation, contributing to critical projects such as the Development of the fourth Bangladesh Decent Work Country Programme (DWCP) 2022-25 for the ILO CO in Bangladesh and the Activating Village Courts in Bangladesh (AVCB) Phase II Formulation Mission for the EU.

Arafat Hosen Khan is not only a legal practitioner but also a published author. His book, “The Constitution of Bangladesh: People, Politics, and Judicial Intervention,” was published by Routledge Publishing in 2022. Arafat holds an MA in Global Ethics and Human Values from King’s College London, supported by the prestigious Chevening Scholarship awarded by FCO, UK. He has also been recognized as an O’Brien Fellow in Residence at the McGill Centre for Human Rights and Legal Pluralism, Faculty of Law, McGill University, Montreal, Canada.

Arafat’s commitment to public interest litigation is evident in his involvement in cases that protect the rights of marginalized communities, including the poor, women, children, laborers, people with disabilities, and the indigenous population of Bangladesh.
